Singapore does not need to be told that the sea is rising. The Third National Climate Change Study is public. Mean sea level up to 1.15 metres by 2100; around two metres by 2150. About thirty percent of the island sits below five metres. Coupled with surge and tide, water can reach four to five metres. PUB is writing a coastal protection code. Landowners with long leases will be asked to plan for 2.15 metres by 2150.

URA’s long-term plan language is precise: new infrastructure must protect against rising seas and intense rain while providing leisure and green spaces. Coastal solutions will mix hard engineering with green and blue elements. Long Island is studied as reclamation that is also reservoir, park, and housing.

Where we sit

Hybrid platforms are not a substitute for Long Island, bunds, or mangrove. They are a complementary register, especially in already-sheltered water: basins, reservoirs’ edges where lawful, industrial waterfronts awaiting a second life, event water, research, and overflow program that should not wait a decade of fill.

If the coast must protect and provide, the seaward face should be allowed to become a city, not only a section.

The testbed for Asia

Singapore is a small home market. That is not a weakness. It is why the island works as a studio. Institutions here can make a new typology legal, visible, and tourable. The prize is not the next hectare of local waterfront. It is the wet cities of the region: Jakarta’s remaining north, Penang’s east, Bangkok’s river, Manila Bay, and the Mekong delta.

Thousands of mayors and councillors visit Singapore each year to see the latest applications of urban development. They come for housing, water, transport, and coastal work they can walk. A hybrid platform that is real in a Singapore basin becomes a reference they can take home.
