01 · The condition

Thirty percent of Singapore sits below five metres.

The Third National Climate Change Study projects mean sea level around Singapore up to 1.15 metres by 2100, and around two metres by 2150. Combined with storm surge and high tide, water can stand at four to five metres. PUB now writes coastal protection as a national infrastructure class. URA writes it as land-use.

Reclamation still matters. Bunds still matter. Long Island is being studied as a way to protect and provide at once. Marine Hybrid Urbanism is the missing register: program that lives with the water, not only behind it.

02 · Dutch know-how

A culture that treated water as a client.

The Netherlands did not beat the sea. It organised a relationship with it: polder geometry, dike law, pumps, and later the Delta Works. In the last generation that intelligence moved onto the water itself: light structures, EPS-core floating foundations, and prefabricated decks that can be built in a yard and towed.

delt.asia carries that transfer. Rotterdam’s floating pavilion culture showed the world a building could be an icon of climate adaptation. The first named brief in that transfer is a wedding and event pavilion proposed for Sentosa. The work now is translation: tropical loads, monsoon rain, equatorial sun, statutory boards, and the particular politics of land in a city-state.

A hybrid one.

Shift selected urban uses onto sheltered water (housing, culture, energy, and protein) where reclamation is too slow or too brutal.

Attach

Every pontoon kisses land. Utilities, fire, access, and law remain of the city. This is not seasteading as exit.

Adapt

The ground plane is a tide gauge. The city rises. Parks, bunds, and mangroves remain the first defence.

Asia already knows how to live on water.

Kampung air, kelong, Chao Phraya timber, and Tonlé Sap. The Dutch contribution is not to invent wet living. It is to make it statutory, insurable, and beautiful at the scale of a city-state.

Singapore is the testbed, not the whole market. Mayors and councillors come here each year to walk the latest urban work. A platform that is real in a local basin is a reference for the region. We are part of that capability.
